Understanding and using these
important concepts in the
OSHA Asbestos Standard for the Construction Industry
Respirators, protective clothing, decontamination facilities and medical examinations are required by OSHA regulations for working with asbestos-containing material in many situations. However, the Construction Industry Standard (29CFR1926.1101) allows you to dispense with these measures and still remain in compliance if a specific process is followed. This process is called the Negative Exposure Assessment. The individual responsible for using this process is called the Competent Person.
Asbestos Negative Exposure Assessments and Competent Person Training tells you when and how to use a Negative Exposure Assessment and how to train an employee as a competent person for Class III asbestos work. The directions for using the program include a regulatory analysis explaining the conditions under which OSHA requires a minimum of four hours of training for Class III asbestos work. The Powerpoint program includes an illustrated Instructor's Guide for the segments on Negative Exposure Assessments and competent person training.

Software Package for conducting and using NEAs
The Software Package explains in detail how to conduct the testing required to support a Negative Exposure Assessment and includes forms with which to record the data and perform the calculations. It also includes the forms with which to certify that an NEA applies to a specific job. The program runs off-line in your browser and includes files in Adobe PDF, MS Word and MS Excel. The files are on the same CD as the Powerpoint presentations and include
- Instructions for Conducting Testing and Using the Software Package, with illustrated examples of the forms and spreadsheets.
- Field Data Collection Sheets to record the air sampling data during the testing to determine worker exposure.
- Spreadsheets with which to calculate worker exposure based on the air sampling data. The spreadsheets contain all of the formulas you will need to do the calculations.
- NEA Certification Forms on which to enter data that certifies the applicability of the Initial Exposure Assessment, or the most recent Annual Update, to the current job that your workers are about to start.
- NEA Certification and Worker Training Records to keep track of the jobs for which you have certified that an NEA applies, and to keep a record of the workers trained to use the procedures covered by the NEAs.
The package does not contain any executable files and does not change any files or other programs on your computer.
System requirements: IBM PC-type computer running Windows 98 or later, Microsoft Powerpoint, Excel and Word software, Adobe Acrobat Reader software. This software is not included with the program.
