Understanding and using these
important concepts in the
OSHA Asbestos Standard for the Construction Industry
Respirators, protective clothing, decontamination facilities and medical examinations are required by OSHA regulations for working with asbestos-containing material in many situations. However, the Construction Industry Standard (29CFR1926.1101) allows you to dispense with these measures and still remain in compliance if a specific process is followed. This process is called the Negative Exposure Assessment. The individual responsible for using this process is called the Competent Person.
Asbestos Negative Exposure Assessments and Competent Person Training tells you when and how to use a Negative Exposure Assessment and how to train an employee as a competent person for Class III asbestos work. The program includes a regulatory analysis explaining the conditions under which OSHA requires a minimum of four hours of training for Class III asbestos work. The illustrated Instructor's Guide explains how to set up and conduct the hands-on exercises required by OSHA. The program is professionally narrated and runs for about twenty minutes.

The segment on Negative Exposure Assessments is shown to employees to whose work an NEA applies. |
![]() |
This is OSHA Class III work that disturbs small amounts of ACM. |
![]() |
If the conditions for an NEA are met, the employer may dispense with respirators, protective clothing, decontamination and medical examinations while remaining in compliance with OSHA regulations. (An employer who chooses to do so can still use these protective measures.) |
![]() |
Compliance with both OSHA Permissible Exposure Limits is demonstrated by personal air sampling during the Initial Exposure Assessment and annual updates. |
![]() |
The Initial Exposure Assessment is done under full PPE in a negative pressure enclosure. The annual updates do not require these protective measures. |
![]() |
The current job is compared to the Initial Exposure Assessment. If the ACM and work practices “closely resemble” those of the IEA, if the workers have been trained on the procedures, and if the IEA or annual update has been done within the past year, the competent person can certify that an NEA applies to the current job. |

Showing the segment for competent person training is recommended for all workers, even if they are not in a supervisory position. |
![]() |
Workers are trained to be competent persons only for Class III tasks which they have been specifically trained to do. |

The program describes and illustrates the OSHA requirements for competent person training. |

The program describes and illustrates the duties of the competent person as specified in the OSHA regulations. |

One of these duties is certifying that a Negative Exposure Assessment applies to a job for which the competent person is responsible. |
